Our data provider has acknowledged the issue and has stated that while they will continue monitoring throughout the day for any further problems, they consider this incident to be resolved.

Update
The problem is isolated to a single endpoint from our provider. Until we receive an update from the provider, we have narrowed down our bypass to disable only this specific endpoint. This further reduces the impact of the issue, enabling quotes and offers for most new buyers.
